Job Description

Duties

  • Exercises supervisory personnel management responsibilities at least 25% of the time. Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work.
  • Plans, organizes and directs the activities of the Enterprise Technology Branch ensuring that organization complies with legal, regulatory, DoD, and DAF directed requirements to meet mission and customer requirements.
  • Leads, manages, directs, or is responsible for enterprise-wide technology initiatives to include SAP-IT Lead Command efforts on behalf of AFMC/CC. Directs and coordinates the collective efforts of a multi-disciplined staff of military, civilian, and/or contractors. Partners with SAF/AAZ, SAF/CNZ, and other DoD and DAF organizations to provide enterprise SAP-IT solutions to users globally.
  • Leads coordination with program and project managers at Higher Headquarters and AFMC field units to develop, operate, and modify policies to ensure Command applications meet mission/project requirements.
  • Leads and/or participates in discussions, meetings, conferences, committees, special IT projects, and compliance inspections.
  • Represents the Enterprise Technology Branch at higher levels within the organization and contractor organizations.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.



SPECIALIZED EXPERIENCE : Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-13 or equivalent in other pay systems. Examples of specialized experience includes understanding of advanced cybersecurity principles and practices, including risk management, threat analysis, and mitigation strategies. Ability to provide oversight of multiple cybersecurity and IT projects, integrating dependent schedules and deliverables, and managing related activities such as life cycle management and program governance. Experience in managing functional and infrastructure requirements, analyzing and determining the potential for meeting mission needs through strategic IT planning. Ability to lead the analysis, review, revision, and development of policy and guidance related to cybersecurity and IT. Proven track record of establishing and maintaining relationships across the cybersecurity and IT fields, working effectively with various stakeholders to achieve common goals.


NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.


The ideal candidate will have demonstrated ability to lead teams and direct strategic management of information systems planning, development, implementation, operation, and maintenance. Information Assurance (IA) experience is desired. This position includes information assurance (IA) work. Must be eligible and maintain a Top Secret/Special Compartmented Information (TS/SCI) clearance, as well as be eligible to be granted and maintain access to Special Access Programs. Based on unique work environment and special program requirements and processes, Special Access Program/Special Access Required (SAP/SAR) experience is highly desired.



KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the policies, practices, regulations, and laws concerning the acquisition management process and initiatives and cybersecurity.


2. Knowledge of DAF enterprise IT goals and objectives, risk management requirements including Risk Management Framework (RMF) and cybersecurity principles. Has understanding of cyber threats, vulnerabilities, and the operational impacts of cybersecurity lapses. Familiarity with cloud computing service models such as Software as a Service (SaaS), Infrastructure as a Service (IaaS), and Platform as a Service (PaaS).


3. Knowledge of the missions, roles, functions, organizational structures, and operation of the DoD, Department of the Air Force, Space Force, and organizations that govern, interface with, and/or influence the systems acquisition process.


4. Skill to plan, organize, and direct the functions and staff in critical aspects of development and production, support of systems, subsystems, or equipment and to coordinate various aspects of systems acquisition such as engineering, contracting, financial management, configuration, test, and manufacturing.


5. Ability to supervise, mentor, motivate, appraise, and work with subordinate supervisors and non-supervisory employees.


6. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy.
