Independently conduct high-risk fiscal monitoring reviews of Local Education Agencies (LEAs) and Community-Based Organizations (CBOs) as part of the federal program monitoring process, utilizing the California Department of Education's Monitoring Tool (CMT). Prepare detailed reports for management outlining review objectives, scope, identified fiscal or program deficiencies, and recommendations for addressing issues.
Provide consultation and support to LEAs and CBOs to enhance the fiscal skills of business officials, program administrators, and school site councils. Advise and assist in strengthening program fiscal management practices in areas such as program accounting, budgeting, and reporting. Ensure timely development and implementation of corrective action plans by LEAs and CBOs.
Work closely with LEAs and CBOs to provide guidance and technical assistance on the proper expenditure of Expanded Learning Opportunities (ELO) program funds. Identify and recommend solutions for educational funding issues. Collaborate with California Department of Education (CDE) management, LEAs, and CBOs to develop tools, policies, and procedures that ensure fiscal accountability and compliance with federal laws and regulations.
Coordinate with federal and state agencies, including the U.S. Department of Education, Department of Finance, and California State Auditor, as well as CDE’s Legal Office, to resolve fiscal compliance issues. Participate in training sessions and policy meetings related to fiscal program non-compliance and funding regulations.
Develop and deliver training for LEAs, CBOs, and CDE program staff to provide technical assistance on fiscal regulatory requirements for entities receiving ELO program funding. Participate in staff meetings and support colleagues with critical projects, as needed. Perform other related duties as assigned.

This position is headquartered in Sacramento and may be eligible for a hybrid telework schedule for eligible applicants residing in California. A hybrid telework schedule includes working remotely and physically reporting to the office.
