GENERAL DESCRIPTION:

This position supports the Wyoming Department of Education's (WDE)'s Special Education Program Division’s requirements of the Individuals with Disabilities Education Act 2004 in providing general supervision, technical assistance, and professional development, to Wyoming school districts through the managing, planning, coordination, and evaluation of monitoring and improvement activities and division initiatives which facilitate the improved academic and functional outcomes for students with disabilities.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.

 

  • Develops and implements state-level activities for educational programs
  • Monitors programs for compliance with regulations and provides feedback to districts or sub-grantees.
  • Identifies potential problems and devises solutions.
  • Disseminates professional development material on special education compliance and best practices by presenting information at meetings, workshops, and/or conferences.
  • Develops strategic planning for cross-agency collaboration and agreements to meet agency objectives and to implement new programs.
  • Due to changing federal regulations; responsible for interpreting and making recommendations on policies and practices, analyzing the impact of federal and state decisions on efforts to organize and develop systems.
  • Plan and conduct workshops and training on state and/or federal programs

PREFERENCES:

 

Preference may be given to candidates with special education and/or leadership experiences.
Preference may be given to candidates with knowledge of data systems, technology, assessment, special education, and professional development.

KNOWLEDGE:

 

  • Knowledge of special education requirements, systems, and processes
  • Relevant experience in developing continuous improvement systems and processes
  • Knowledge of monitoring systems and processes
  • Excellent written and oral communication skills
  • Skills to work with diverse groups and coordinate multiple projects and deadlines
  • Skills to facilitate meetings, work sessions, and other presentations to achieve established outcomes and objectives.
  • Knowledge of interpersonal communications
  • Knowledge and skills related to using technology to effectively conduct virtual training


MINIMUM QUALIFICATIONS:

 

Education:

Bachelor's Degree (typically in Education)

 

Experience:

1-2 years of progressive work experience (typically in Education or Instruction) with acquired knowledge at the level of an Education Program Specialist.

 

OR

 

Education & Experience Substitution:

4-6 years of progressive work experience (typically in Education or Instruction) with acquired knowledge at the level of an Education Program Specialist.

PHYSICAL WORKING CONDITIONS:

  • Typically, the employee may sit comfortably to perform the work; however, there may be some walking, standing, bending, carrying light items, driving an automobile, etc.

  • Special physical demands are not required to perform the work.
